Can't open file: "The file Is locked, you do not have the necessary access permissions"

I have opened, saved, edited these file several times before in Photoshop with no issue, but lately when I try to do open these same files, I receive the error below:

I have the "access permissions" and the files aren't being used by another program.

How do I fix this issue and access these file in Photoshop?
