Can't open new or existing files

Just yesterday everything ran perfectly fine. Today I can't open any files or start a new document either. I don't get any warning, it just doesn't do it. When I try opening an existing file, the screen just goes back to the blank starting page. When I try dragging the file onto the screen, I get the black "no" symbol. And when I try opening a new document, it just sits on the screen  no matter how many times I click "Create". But the program does not freeze.

After looking through Google and this forum I have yet to find a solution. One person said it was Windows Defender but mine is currently turned off. Another suggestion was to go to Edit>Preferences>Performance and then uncheck OpenGL (or whatever it was called) but I don't see that option anywhere. Another said to reset preferences and that I should first move the "Adobe Photoshop CS6 Prefs.psp"  and the "Adobe Photoshop x64 CS6 Prefs.psp" files to the desktop. I got the first moved but the second file isn't in the folder.

    Try resetting your preferences using this method

    To restore preferences quickly using a keyboard shortcut: Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop

    Hi

    Try using the Adobe Cleaner Tool to uninstall and reinstall, works for all version of Photoshop, you will of course need your serial key to activate it

    Use the Creative Cloud Cleaner Tool to solve installation problems
