Can't open photoshop after using it once because an image error

This is my first time posting in the community.

I am having problems with the ipps.dll file, error code 0xc000012f. I've searched for this error but can't find anything related.

My pc specs:

-AMD Radeon Rx 570 4GB

-Intel I9 9100F

-16GB RAM
