Can't open Photoshop CC after attempting to update?

I started an update of Photoshop CC while the application was open.  This was a mistake.  Now I can't open Photoshop CC, not can I access it from various other places in my Windows 10 computer.  I have tried to get a chat or phone number and no luck : (  I would greatly appreciate any help!!!  Thank you.

    What happens when you try to start Photoshop. Do you see a splash screen, does Photoshop crash, is Photoshop found?

    Oh, hi JJ,

    When I click on the Photoshop "icon" on my desk top I see a little circle rotate a few times and then nothing happens.

    Use windows reliability history viewer see if you see any red x application failures for today's date.
