Can't open picture from Finder or Photos

When trying to open a picture with Photoshop from Finder or Photos I get the following message:

Could not synchronize the color settings because the file is locked, you do not have necessary access permissions, or another program is using the file. Use the ‘Get Info’ command in the Finder to ensure the file is unlocked and you have permission to access the file. If the problem persists, save the document to a different file or duplicate it in the Finder.

The only way I can open a file is to open photoshop (still get above message) and then open the picture from within photoshop. Any suggestions? Only seems to have become a problem recently.

    What have you done for trouble-shooting so far?

    Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

    Yes, tried both deleting the preferences file and also reinstalling and problem still present.

    Have you checked for permissions issues or tried creating a new OS user?
