You can hold down Ctrl/Cmd + Alt/Opt plus drag to copy and paste outside the artboard. (Make sure to select any layer/element you want to copy first.)

That is the way it is. Unlike Illustrator you cannot paste outside of the artboard in a Photoshop document

To be clearer :

You can drag anything outside of an artboard

But not outside of the document
