Can't Re-Dock Workspace Windows

I'm randomly having an issue where I can't re-dock a workspace window after undocking it anymore.  I used to be able to drag it to the workspace bar and it would highlight, release, and re-dock.  Any ideas?  Search didn't provide anything helpful.  Windows 10, PS 21.2.4
