Can’t Remember How I Created A Picture

 I'm using this image as an explanation because I forgot how I did this and what the steps are. I know I used an image and painted over it but I forget the tool/steps to get to the point.

  1. No. No it's not. I've already tried Photoshop. It's has something to do with blurting the image with a paintbrush.
