Can't Right-Click Layers in Layers Panel

For context: I'm using the most-up-to-date version of Photoshop on a Surface Pro 3 with a Bamboo Ink Pen. 

 

Normally in Photoshop I press & hold the pen for a moment to act as a right-click. Today, for some reason, this function refuses to work when I'm trying to right-click a layer in the Layers Panel. It works everywhere else inside the program and elsewhere on the computer just fine. I tested with a mouse borrowed from another computer and that right-click works just fine, so the problem is something to do with the right-click of my pen. 

I've tried everything I can think of--fiddling with Photoshop Preferences, the touch/pen/mouse controls on the Surface Pro, restarting Photoshop, etc.--to get it to work to no avail. This annoying and frustrating, especially when I was able to do this with no issues just a couple of weeks ago. Is this a bug with the new update(s) or is there something I can do to fix the problem that I've totally missed?

Same problem AND I FOUND A SOLUTION for my case →→→ If you are using a Wacom product, go to the Wacom Tablet Properties program and delete all Photoshop presets you created. Test in Photoshop if the right button works again. Then recreate your preset.

It SORTA worked. If I delete the Photoshop preset, it reverts to the system-wide unchecked state of "Use Windows Ink," and then I can right-click on my layers. But then I have no pressure sensitivity.

Make sure you have Windows Pen and touch Press and Hold enabled.  Myself I disable that in Windows settings.

I appreciate the advice. I already checked those settings before posting to no avail, but I did try again. The press & hold to right-click setting is turned on, and as I said it works elsewhere on the computer, and even elsewhere inside of Photoshop, it just refuses to work inside the Layers Panel specifically.

I just encountered the same issue. After the last update, right click works everywhere except the layers panel. Did anyone ever find a solution to this?
