Can't rotate canvas in PS

I can't rotate my canvas in photoshop.

When I try it says:
"Could not complete your request because it only works with OpenGL enabled document windows"

'Use OpenGL' IS checked.
'Use Graphics Processor' IS turned on.
and I tried unchecking them, applying changes, and rechecking them.

I have updated the program.

I'm on Mac Big Sur 11.6.6
Mac Mini 3.2 ghz Intel i7
64gb ram
Radeon RX 580 8gb external graphics cardd

alright so third try:

it's been happening for a few weeks, other tools seem to be working fine (including animated zoom, which I thought also requires OpenGL)

and I apparently cannot post my system info because Adobe is flagging my comments as 'spam' and deleting them.

This has been going on for a few weeks, no other tools seem to be broken.
I wanted to point out that 'animated' zoom is still working, which is odd because I was under the impression it also requires OpenGL.

Inspiring

It's been happening for a few weeks at least. My workflow is graphic design for a while > management stuff for a while > back to graphic design and I know this was happening at least during the last round of designs (a few weeks ago) I just ignored it then.

I use PS in various way every single day and I haven't noticed any other tools not working. Crucially, the 'animated' zoom feature DOES work, which (to my knowledge) only works if OpenGL is working, correct?

Hi @ethanp37255617, sorry you are seeing this. Curious, did this just start happening or has it been an issue for a while? Are you able to do other actions or use other tools without this? What version of Ps are you using?

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
