Can't run much

I have a Windows 11 computer dedicated to video encoding and image editing.  So basically nothing really installed on it other than Adobe apps.  Rest are all portable.  My system is a Ryzen 7950x with 96GB of ram and 8GB of ram in use.  No apps are running.  Things were working with the 2023 edition and had the 2024 edition installed but never used it.  Not sure if related but at some point launched the 2024 version of Premiere and wouldn't work.  Then tried Photoshop and had issues.  Have tried uninstalling 2024 and installing 2023 but now nothing work.  Below is the current state:

 

Launch photoshop and get Could not initialize Photoshop because there is not enough memory (RAM).

Launch Premiere Pro and get to the File bar at the top and everything else is blank gray.

Media Encoder launches.

 

Obviously I am not out of memory.

 

Side note I know when I try to remove Premiere Pro I get an error about DynamicLinkManager and have to kill it in the task manager to continue.  Seems to happen everytime.

@jriker01 seems like you have either bad installs or you are out of disk space. How much free disk space do you have on your C: drive? If you manage to get Photoshop to launch - go to help menu/system info and copy/paste the details here.
