Can't scale or rotate pasted layer

Simple paste that creates a new layer, then I want to rotate and/or scale pasted image. Nothing happens. Sometimes I can navigate away and come back and do it, sometimes not.

    Try this: Go to Preferences > Technology Previews... and enable "Older GPU mode (pre 2016)" - Restart Photoshop. Does the problem persist?
