Can't Select Layer on Art Board

This is a recent issue I thought a simple restart may fix, but it hasn't. 

I have to select the layer from the Layers menu before being able to manipulate it(even simply move it), I lost the ability to just select the layer within the artboard. Not quite sure what to do, there are no updates or anything.
