Can't Select Text using a selection tool and other issues in Photoshop CC

I'm having the same issue but it comes and goes. It's very strange. And it's not just this issue. See video --> https://networkdoctor.d.pr/IcELRG

Other issues occurring at the same time like the menu buttons don't display all the different options in the pop out.

Another example is if I select everything using Ctrl+A and try to remove certain areas by using Alt + Magic Wand, it doesn't work.

There are many issue like this. It's so irritating.

I've done the following

- Reset preferences

- Restarted computer

- Ran and installed all updates

- There are no third party plug-ins

    Have you made sure the Tools have not been removed (Edit > Toolbar)?

    Another example is if I select everything using Ctrl+A and try to remove certain areas by using Alt + Magic Wand, it doesn't work.

    Could you please post screenshots with the pertinent Panels (Layers, Channels, Options Bar, …) visible both with the alt-key pressed and without?

    Does the operation indicated in the Options Bar react at all when you press the alt-key?

    Have you tried a different file? Tried your file on a different system? If a different file works then the file is corrupt. If a different user works then the user has corrupt preferences. If you are on a Mac you can try a new user which will have different user preferences though local preferences are the same. (I have seen files go corrupt so this is not out of the ordinary).

    Yes. I've tried multiple new and existing files.

    I'm also trying to using the Magic Wand and selecting Alt, Ctrl but you can see nothing is happening.
