Can't use tools on image with layers

Assume I have an image with a few adjustment layers (no image layers) and part of the image is not affected by the  adjustment layers. 

I'm unable to clone, heal, dodge, burn, paint, etc. on the unmodified part of the image.  I must flatten the image to use these tools.  Then they work normally.

Why?

    Well, as luck would have it, I can't reproduce the problem right now.  It was driving me crazy yesterday.  I'll come back when it begins happening again

    Can you show a screenshot showing your layers panel and the image pointing out which part is affected.

    Well, as luck would have it, I can't reproduce the problem right now.  It was driving me crazy yesterday.  I'll come back when it begins happening again

    If it does though,  a screenshot including the layers panel and the options bar should help us see what is happening

    Jim. in order for part of the image to not be affected by the adjustment layers is if you have chosen the mask appearing in that adjustment layer of the Layers panel and painted the area in black.

    To work on an area not affected by the adjustment layers, return to the image and do the work there.
