Can't zoom out when using laso tool anymore?

Question

I was working with the laso tool making a large selection while zoomed in. Normally, after clicking to create a point I can use CTRL and + / - to zoom in and out, but today I can only zoom in and out after the selection is complete. Is this normal behavior due to a settings change, or something else?

EDIT: The problem seems to be intertmentent. Sometimes, zooming in and out while still making a selection works and then randomly it just doesn't work. It's absolutley MADENING.

Reset Preferences: https://helpx.adobe.com/photoshop/using/preferences.html

There is a section to backup and restore your preferences. You may need to do that first if you want to keep a customized worspace. Please go over it carefully
