can you change any layer into a text layer and how?

No, a non-text layer cannot be converted to a text layer, although it does work the other way around. When a text layer is rasterized, it becomes a regular layer.

What exactly are you trying to achieve?

 

Use the current layer name as the layer name for the text layer? Use the current layer name as both the layer name and text content?

 

Replace the existing layer in the same position in the layer stack with one of the above?

 

Something else?

What are are you trying to do by converting a layer to a text layer? If you have text that is already raster, you may be successful in OCRing it in an application such as Acrobat.
