Can you reassemble an iphone live view photo from a jpeg and mov4 in pc using photoshop?

Is it possible to reassemble an iphone/ipad live view photo from a jpeg and mov4 in a pc using photoshop?

And if so, could someone walk me through it step wise? I have edited photos Photoshop, but I have never tried to edit a video in Photoshop. Thanks.

The HEIC files open as still images in Photoshop, and appear to be full resolution. Image Quality looks fine. I don't know how you'd select the best frame from a Live View file inside Photoshop. AFAICT you can't open HEIC files as a short video inside Photoshop.
