Can you resize video layers in PS without flattening into a still?

I haven't been able to find anything on this so far, everything says to rasterize or convert to smart object in order to free transform. When I do that my video layers become a flat single image which is not what I'm looking for.

Is there a way to scale a video layer and its contents without flattening it into a still on any version of PS? I'm on mac

If you convert to Smart Object layer, original will be preserved in the background but not rasterized. I see no problem to convert to Smart Object then to scale.

Hi!

 

I have tried doing this. When I convert my video layer to a smart object it becomes a flat/still image and no longer moves. Do I have to convert back to a video layer after resizing if that's even possible?

What method did you use? I converted a video to a smart object two different ways, and it remained a playable video.
