Why do i have to pay a fee because i dont want photoshop !!!

When you signed up, you entered a contract in which you agreed to buy a year of usage, paying for it in 12 installments.
Since you want to end your contract early, you are being charged half of the cost of your remaining obligation under the contract you agreed to.
There is was (and is) an option for a month-to-month contract, with a higher monthly cost because it does not carry the same 12-month obligation.
