Cannot add both upper and lower arc

In previous versions I have been able to add an upper and a lower arc to a layer (ie adding a label to a wine bottle), and this is not an option anymore. If I set the upper, commit, and then try to set the lower, the upper arc goes away. I would like to be able to set both arcs on one layer like I could previously. There is the cylinder option but that still only allows you to move up or down, not both. Thank you!!
