Cannot click and drag in Photoshop

I'm using Photoshop CC2018 on a Windows Surface Book 2 and I'm unable to click and drag using the touchpad or an external mouse. If I use the paintbrush it registers the initial click and then ignores the drag. I'm also unable to click and hold on a tool in the tools panel to select alternate tools (ie I cannot hold down the brush tool to access the pencil.) I can, however, use the Windows Pen to click and drag using the paintbrush tool but it still won't allow me to use other tools like the Rectangular Marquee.

Some key commands are also not functioning: holding alt on the magnifying glass does nothing, holding shift doesn't give me straight lines, etc. All of these features function perfectly in Illustrator and Indesign. All of my Adobe Programs are up to date and I recently downloaded all the available Windows updates. I've already tried resetting my tools and uninstalling and reinstalling Photoshop. I'm at a total loss so any recommendations would be greatly appreciated! !

    So I just got off live chat with an Adobe help representative and it was actually my Nvidia graphics card driver that was messing with Photoshop. Actually if anyone is ever having an issue I HIGHLY recommend getting in contact with them, the representative took control of my computer, it was pretty clutch. Once they disabled the card everything worked, so it was just a matter of playing with the drivers.

    I'd check your Settings>Devices>Mouse>Related Settings to see if you have additional mouse options.

    Sometimes you might find that unique button settings can be changed/tolerances for repeat key settings can make the difference. Since you're getting the same (wrong) responses with both your trackpad and your mouse, I'd gamble it's involved with how your operating system is responding to the device inputs. I'd suspect that speeding up your double-click speed might help a bit. If not that, try juggling your other mouse/trackpad settings until you get a better result.

    Depending on the work you do with Photoshop, it's not unusual to find out that doing exacting tasks with Photoshop will uncover problems that you never find with other programs -- even Adobe programs.

    Hi Randy, thanks for the reply! No luck with the increased speed on the double click. I think it's a deeper issue than just the mouse interaction - when setting up a new file, when I click in to the section for the document name and the measurements, photoshop won't even register my keystrokes! I think it's some bad reaction between photoshop and the Surface system...so frustrating. Anyway if you have any other ideas I'm all ears. Thanks!
