Cannot click on the Photoshop toolbars - just clicks on desktop behind the app

Hello, for months I've been experiencing an issue where I can't click on the items in the toolbars in the Adobe apps. This happens in Photoshop and Illustrator. All apps and my OS are up to date. It happens on both my Macbook Pro and my iMac.

You can see that as I try to click on the menu items, it just clicks off of the app as if I've clicked on the desktop behind it.
