Cannot create a mask using layer blending options

Question

I want to partially apply a layer blending affect to a portion of layer, but unfortunately I cannot apply this by using the mask feature.

Like I want to apply Linear Dodge to a certain area while keep the other portion non reactive.

So how can we create such affect without the clipping mask?

The only way I can do this is by duplicating the layer and masking the portion which doesn't need the layer blending effect, and stack the layer above old one.

Photoshop should add more flexibility to this process by adding layer masks to blending options, Where you can use black and white brush strokes to hide/unhide specific areas of the layer that has blending effect.
