Cannot create libray in photoshop,now it not even available

I was able to add couple of items to library. not they are gone.

I cannot find a way to create a library?

I think at one time it stated firewall issue.

but as of today i cant find library button?

Could you please check Window > Libraries and post screenshots with the pertinent Panels (Toolbar, Layers, Libraries, Options Bar, …) visible?
