Cannot create new document Photoshop 2022

My PS 2022 on my laptop works fine, but on my desktop is not at all working. I have uninstalled and reinstalled it and that did nothing. I am able to open the progam it go to the landing page. It allows me to attempt to make the new document, but when it starts to load it, it will either half load in the "artboard" area or just not at all and then it freezes the whole program. I was able to open open a jpeg with Photoshop, but when I rotated it, it glitched and any type of editing was extrememly slow. It feels like I'm using my laptop from 15 years ago.
