Cannot Open or Create New Documents

I do not use Photoshop much, only about once a month and  it was working fine last time I used this around 6 weeks ago.

It opens alright, but if I try to create a new file it allows me to enter the size but when I select 'Create' button nothing happens.

I have tried opening any image file I can find such as a jpg, gif, tif, etc and nothing happens, nothing opens.

I have tried resetting the preferences, both by the shortcut kets and also selecting the option in preferences, again nothing happens.

I have uninstalled it and re-installed it and again still the same.

Any idea as to why this is happening? and is there a way around this?
