Cannot open or update Photoshop CC 2018

I have not used my PC since April 2018 as I have been away. Photoshop will not open. I have tried updating Photoshop by opening Creative Cloud and see that two versions are installed on my PC (Windows 10)   V20 and V19.1.6.  When I try to update I get a message

"Conflict uninstalling Photoshop CC save work and close program - Adobe Photoshop CC2018.

Learn More

Pressing "Continue" takes me back to the same message and "Learn More" is not helpful.

I have opened the Task Bar to close the said program but it is not shown as open.  I have tried to uninstall Photoshop but I cannot as I get the same message as above.

Can someone help me get back into Photoshop please?

    Is Photoshop running when you try to update it? Have you tried quitting Photoshop and restarting your computer before trying the update?
