cannot open PSDC cloud docs in Photoshop

I have a few files that I saved on one machine as cloud docs, so I could access them on another. They are now not accessible from either machine. 

I get error messages that report a "network error." I can access them through the web interface.

With the Creative Cloud web interface, I can access and open the files with the web version of Photoshop.

With Creative Cloud desktop app, I can see the files — I can even duplicate them and move them into folders.

I can duplicate them, and move them to new folders within the Photoshop Home screen.

I can download them with the desktop app. I am unable to "Make available offline."

There are a few files listed in the Home screens in Photoshop on both machines that have green checks — I'm assuming those have previously been cached.

I can duplicate them, but I cannot then download the duplicates.

New files I upload do not have this issue. Only previously uploaded files.

Mac OS Ventura 13.6.6, PS versions 25.6.0, 24.5, 25.0.0
