Cannot save PDF

I'm having issue saving PDFs in photoshop, I can not change my preset setting. None of the drop down window seem to change the preset setting, I have the most updated version of photoshop. Any help or tips would be great on how to fix this!

What exact version of Photoshop do you have? 

 

Photoshop 25.7 contains a fix for the missing .joboptions files. Update if you are using an earlier version.
