Cannot type on path Photoshop 7.0

Been trying for weeks to type text on a circle. I've done everything i should - create the shape (ellipse), ensuring that the path option is selected, then when I click on T (for text), nothing happens, no matter where I hover.  The cursor does NOT change shape to that squiggly line.  I've tried inverting the path, trying the add, subtract, intersect, exclude options - NOTHING works, whenever I try to text, it types text in a horizontal line.  I'm going bonkers here.  ALL the tutorials say that the minute I have the path up there and click on T, and hover over the line of the path, it SHOULD change shape to the squiggly cursor so I can type.  It doesn't.  Someone said that Photoshop 7.0 specifically doesn't work with typing on a path, but I can't believe that.  I'm using a windows computer, windows 10 (although I'm sure that has nothing to do with it).

Adobe introduced Type on Paths in photoshop cs, the version after ps 7.

Hi, I'm converting this bug report to a discussion.

I think that one should not use the bug report when posting about a 20 years old version of an application...
