Cannot Use Spacebar For Pan (hand) Tool

Windows 10 Desktop

Occuring on ALL Adobe products; Photoshop, Illustrator, Acrobat, InDesign, etc

 

This has been happening for a number of weeks now. Obviously up to this point programs and the computer have all been restarted numerous times. 
I have reset preferences in Ps to see if it helped. It did not. 

I'm not sure what else to try because a lot of the troubleshooting I've come across for this is either limited, for Macs, or for Laptops. 
I'm in the process of uninstalling and reinstalling all the adobe programs. 

If this does not work I'm not sure what else to do. Would love some suggestions, will follow up with wether or not the reinstall worked.

The exact same thing is happening with me, and it only started breaking within the last few weeks. I migrated from an M1 Max Mac to an M3 Max Mac, but I'm positive I've used Photoshop & Illustrator without issue since then. This is not a Windows- or Mac-specific issue. This is an Adobe issue.

 

Yes, I've turned off MacOS keyboard shortcuts that conflict with the spacebar. Yes, I've also turned off Spring Loaded Tools. Any other suggestions?

I uninstalled all apps and then only reinstalled Ps to test and I still do not get the spacebar Pan tool. 😞

Where do I go from here? Is this a windows issue, or an adobe issue?

You may that issue. However I do not see an issue like that on my windows 10 machine.  No matter what tool is active if I press and hold the spacebar the cursor icon switches to the hand tool icon. If the image in the image window does not  fit within the window I can click and pan drag the image,  If it image fits within the  window I can not pan drag it.  However if I change my Photoshop's preferences and check overscroll I can pan drag the image. If I consolidate images to tabs the space bar panning works  just like floating image windows panning. 

 

Try resetting all Photoshop Tools and your user ID Photoshop prefences. 

 

The only time I have a Problems with  spacebar panning is if I'm activity using the lasso tool spacebar does not switch to the hand tool.  It would if a switch from using WinTab to using INK for Pen support.

Thank you for the response. 

Just to reiterate, this is not just Photoshop, it's all Adobe products. I've been using the Spacebar Pan Tool for years and this is the first time it's stopped working. 

A google search and an adobe communities search turns up quite a few people experiencing this all the way back to 2012 and probably further.
I have reinstalled all programs after resetting preferences back to default. This generally should reset tools too as I did not save preferences during uninstall. 
The general Pan tool works fine, as do all the others, and there is no issue with the spacebar itself. Checking overscroll does not change anything.
I appreciate the suggestions though.
