Cant move layers around in the layers panel (Photoshop 2024)

When trying to rename/move layers around in the layers panel the selected layer just automatically goes to the top. When trying to move said layer back down or into a below group it doesnt work and stays as the top layer. Dont know why this is suddenly happening. Any help would be much appreciated, thanks.

Current specs:

Photoshop 25.1.0 (also happens in 2023 and latest 2024 version)

Windows 11

Nvidia rtx 4070 ti super
