Canvas Size as Action Bug?

In Photoshop (latest version) when i go to canvas size (under Image in Menu) and set the settings to increase the canvas by 4% it works fine

but when i create an Action to perform the same function it will increase the canvas by 4% but also cut off app. the same amount of the files contents.

Am i missing something?

follow-up: if i add a background layer (where there was not one previously) then the action works as expected.

but i would rather not have this work around.

follow-up part 2: if i create a background layer then delete it then the action performs as expected; weird.

udpate: on the phone with adobe support: i found that if the file is undocked and i create a new action from scratch, it works.

so this is definitely a bug and needs to be addressed in the next update


i did a reinstall deleting all preferences and it seems to have fixed the problem for now.  but i guess no one will see this anyway.
