Canvas Size Issue

So, i have a very specific and minute issue I am trying to resolve. I design, layout, and set print ready art for beer cans. So the way the CMYK printer works is very precise and intentional. THe template needs a 207.35mm x 146mm Artboard file in Illustrator (it handles the printer better). I have to build art files in Photoshop then place in Illustrator exactly to match masking needs and align precicly on the seam for the can. When i build out the art file in Photoshop, i set the canvas to the size needed. BUT when i set 146mm height, it automatically reverts it to 145.97. That small amount leaves a very noticible line and it just is not going to work. Is there anything anyone can help me with the ensure when i set a canvas size in Photoshop that it stays the exact size i set it for? This is CC programs updated regularly so whatever is the current build on both.

The problem is that pixel can not be divided, it is either pixel or no pixel. It seems the whole pixel count is just below phisycal dimension you need. One solution can be to increase number, actually pixel number for 1 to cover that small gap.
