Can someone help me? CAPS is not on, I've reset my brushes twice, rebooted my Mac, there aren't any updates to run. I don't know what to do and I have an entire senior gallery I need to edit today.

You could try turning off the graphics acceleration in the preferences, it seems to cause all sorts of display-related glitches

Could you please post a screenshot taken at View > 100% and with the pertinent Panels (Layers, Channels, Brush, Brush Presets, Options Bar, …) visible?

Can you brush or is your issue only the missing indicator?

What els have you done for trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

When I turn on caps and then turn off, there will be a circle but as soon as I move the mouse, the crosshair appears.

    Is this what you need?

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?

What are your Cursors Preferences settings?
