CC 2019 duplicate layer moves X,Y position

I have noticed that in CC 2019 that after duplicating a layer, if the layer bounds (of the original layer) are out of the visible portion of document the new layer is moved to an arbitrary position inside the document changing his bounds. This adds a need to recalculate position each time after duplicating.

May I know of any other similar changes introduced in CC 2019? Is there a detailed documentation available?

Please check whether it is the same phenomenon.

It is similar: using scripting it moves duplicated layers from hidden coordinates into a visible place (same document).

I have seen it's in the pipeline for correcting, may be someone can make sure it will be solved also for scripts.
