CC 2019 Greyed out canvas extension colour with layer

I am relatively new to photoshop. I am having an issue changing the canvas extension colour when attempting to reflect an image on the 2019 version.

I follow the below steps up to this point. However, the section to change the canvas colour is greyed out.

- Ctrl J - To Duplicate the Layer

- Ctrl T - To Free Transform the New Layer

- I then Flip the image Vertical

- Ctrl Alt C - To extend down (it is here in photoshop 2015 I could change from the transparent grid to the white background)

Any help would be much appreciated.

Hi

You only get the background colour options if you have a background layer as your bottom layer (with the lock). If it is an ordinary layer (e.g. layer 0) then the extension will be transparent.

Open your image and leave it as a background layer, when you open it, it should look like this

After copying and flipping you should have this

Just tested here on CC 2019 and it's working fine, can you post a screenshot with all the pertinent panels opened
