CC 2024 Can't write document presets file error on close in Photoshop.

I'm getting an error message "Can't write document presets file ". It began poping up when I close Photoshop about a week ago.
Once I close the error, my mouse freezes until Photoshop has closed which takes about 10 to 15 seconds. I've not actually timed it, but it takes longer to close since the error message has showed up.
I'm still using Photoshop 2024 (Version: 25.12.0 20240903.r.806 055f5e9 x64) running on Windows 10 and will not be upgrading until the new year.
I have reset my preferences and verified my User ID access to the Photoshop Preferences folder. I do not know what else to try. Can anyone help please?
