CC app window is jumbled and apps can't open start screens

Hi,  If someone could please take a look at this screen capture, showing the issues  I am having.

It's quite strange.   I can't see a start screen in most cc apps. In this demo video, I get a strange message from photoshop about loading the start screen.

But what is also weird, is when I open the Creative Cloud app,  the tab called "apps" shows a jumbled mess.  It's like the html or css is messed up.

Please check out the video I uploaded to dropbox.  "A picture is worth a  thousand works".  ( in this case, a video)

I have been searching to see if anyone else had this issue - currently I don't have the jumbled CC app but I do have the message in Photoshop also InDesign & Illustrator no longer open the start screen. This is happening on 2 computers which have different Adobe logins - the computers are both Dell and have NVIDIA graphics cards so I'm looking to see if it is a Windows/NVIDIA issue

This is the error message I get when opening Photoshop CC2017.

Anyone have a clue as to why I am getting this?

Also, as mentioned in my previous post,  I get this from the Creative Cloud app window.

I checkied all video settings, and all appear to be fine.  All other apps unrelated to CC seem fine.

Without actual system info nobody can tell you much, but pretty much all your issues seem to come down to a crooked screen configuration, so check you graphics driver, screen settings, color profiles and all that good stuff.
