CC PS animation, no tools, nothing works.

I've searched internet, and found many with the same problem, but none of their solutions worked for me. I've searched the forum here, with the same result. So I'm sure or hoping it's something EASY or something that I'm missing. So open new file, with layers, open 'Create frame animation' and I cannot access any of the tools, all have the circle with bar crossd through it. (screenshot did not pick up the circle) Cannot add background layer to the file, and unable to convert a layer to background as suggested.

In the old PS, I created many animated gifs no problem. This is the first time I've tried on CC PS.

Is it me?

    Options is checked, yes I've checked 'create frame animation'. What is 'transformation controls'?

    The tools I'm looking for should appear at the bottom of the screen, frames, timing controls, repeat frames, etc.

    The three little squares down in lower left corner, inaccesible. Many of the answers to peoples problems was right there. If I

    hover over that, all I get is the 'not allowed' icon ...

    What is 'transformation controls'?

    See the Options Bar you omitted from your screenshot! It’s an option for the Move Tool.

    transformation control is checked to show. OK so I just clicked on 'Create frame animation' and a frame popped up in my timeline. So rather than toggle back and fourth between frame and video timeline, 'click' on the text line and it appears. Thanks!! That was the "simple" solution I was looking for. I feel like an idiot, but that's part of the struggle.

    Please post a meaningful screenshot that actually includes the pertinent Panels (Layers, …) etc.

    What are the image’s Color Mode and bit depth?

    The Options Bar is missing.

    Are you transforming or do you have »Show Transformation Controls« checked?

    Which Tools are you referring to?

    Have you pressed »Create Frame Animation« yet in the screenshot?
