CC18 Can't move layers via mouse on Move Tool?

I got the latest yesterday (19.0) and the improvements are great, however I have just ran into an issue where my Move Tool will not move any layer which has never happened to me in last 8 years. No layers are locked, I can still move them via Arrow Keys. It persist after PS restart.

I'm a bit weirded out. Is it a bug or is there a new shortcut to prevent everything from moving that I am not aware of yet?

Edit: Selecting via Rectangular Marquee Tool and then using Move Tool lets you 'pick' where to move it, as in, it doesn't show you the selection mid-move, only the end result when you let go of the mouse button.
