Change language for Photoshop

I have a PS CC 2018 installed and it is in Russian (language interface). How I can change it on English? In the preference panel in "change language interface" I can choose only the Russian. Help me, please.

    Are you saying you can see other languages but only choose Russian? Or can you only see Russian in the dropdown menu?
