change modifier key shortcuts

I'm looking to be able to change modifier keys: shortcuts that only alter tools temporarily - in particular, to be able to alter the keyboard shortcut for panning from the <spacebar> to something unmapped, like maybe the X key.

I've looked under Edit > Keyboard Shortcuts > Shortcuts for: Tools, but these only show the shortcuts for tools that are permanent. Ex. if I look for the shortcut for the hand tool, it shows "H" ; if I look for the shortcut for the eyedropper tool, it shows "I", but not the "alt" key, which can be used to temporarily change the tool to the eyedropper as long as I am holding it down - it changes back as soon as I release the key.

I want to be able to do this because I use an app that uses the spacebar as a modifier allows me to type one-handed on a qwerty keyboard by mapping different keys to the same side if I hold down the spacebar. This ends up rendering it useless as a modifier when I'm trying to pan in photoshop.

Some keys are hardwired and cannot be remapped. Alt is a modifier and does many tasks like changing Cancel to Reset in a dialog box or setting the source in the clone tool. So at this point it is "hard wired" and can't be changed.

If you want to, go to Photoshop Family Customer Community and make your case. It's the product feedback for Photoshop.
