Can anyone help me with my issue?
I find the IU very small, I have problems seeing the icons while editing. Is there any way to change the size of the user interface?

Close Photoshop.

Go to  Windows  Settings >System>Display>Scale and layout and set the text and apps size.

Re-open Photoshop, it should pick up the scaling from Windows.

You can change the screen DPI setting in the preferences for recent PS versions, but if you use an old version there is no way to fix any of this. They were never designed with High-DPI screens in mind simply because they didn't exist until a decade ago. You have to change the screen resolution in the system control panel then.
