Clarity Filter in Photoshop CS3 Extended

I am moving from an old machine to a new one.  I made a fresh download of CS3 Design Suite Premium and installed Photoshop CS3 Extended.  This works, but the Clarity filter which is in Camera Raw on the old machine is missing in the new machine.  I don't use this a lot, by any means, but it sometimes will really save a picture, e.g., one with a misty sky.

How do I get it back?

    As a heads up, though: Activation or connection error when starting CS3 or Acrobat 8
