Clone Stamp and Healing Brush overlays don't rotate using keyboard shortcut

Question

The shortcut Alt-Shift results in the overlay disapearing once the angle is not 0.0 if I try and rotate it when it's created. I have to move the overlay using the Alt-Shift and arrow keys (it doen't mater whech way) then try and rotate it and it will rotate. The other moves work i.e Alt-Shift and arrow keys This appears to be a bug in 2020 and the update didn't fix it either..

This is a bug, and has been reported to Adobe. Hopefully, they will fix it soon. What I seem to have noticed is the clone source jumps to the cusor location, rather than staying locked on where you set it. For now, you have to rotate, then reset the close source. PIA.
