Clone Stamp source crosshairs not appearing

I am new to photoshop.

I noticed with the Oct 2018 new version of Photoshop that the Clone Stamp source crosshairs does not appear when I bring in a PDF file to be worked on and then converting it to an image file. This worked on previous versions of Photoshop.

If I bring in an image file it has no problem.

Any suggestions?
