Clone Stamp Tool

My clone stamp tool suddenly stop working properly. When selecting alt to select area it starts moving a layer of the image and continues to move when editing. I have completed all updates on my pc, restarted everything I know to do as an experienced PC user.  This is really holding up my production and need assistance. Please help!!!
