Clone Stamp Tool area problem in

With the new Photoshop version 21.0.0 (Win10) the Clone Stamp Tool works differently than with the previous PS version.  I very often use to clone some small objects like logos etc to photos, but this does not work correctly with the new PS version or at least the clone target area is restricted.
If the clone source photo is smaller than the target photo, cloning seems to be possible only to the left upper corner of the target photo into an area which has same size than the source photo.
I have checked that tool parameters are similar or same in both PS versions, but the new PS version seems to have this problem.

The only solution untill now has been that I clone the source to the upper left corner of one layer of the target photo and then copy from that layer to the correct position.  Too complicated.
